Born in Gzira, Malta, and graduated from the London School of Economics. Elected as Labour and Co‑operative MEP for London North, Leader of the European Parliamentary Labour Party and Leader of the Parliamentary Group of the Party of European Socialists.

Retired from politics to become the first female Chief Executive of the Co‑operative Union on New Years Day 2000, leading the organisation through its merger with the Industrial Common Ownership Movement (ICOM) and its emergence as Co‑operatives UK. She retired in October 2009 to become President of the ICA.
